Alberta Bill 11: Published Carrier Positions
Alberta's Bill 11, the Health Statutes Amendment Act, 2025 (No. 2), received Royal Assent in the province on December 11, 2025. Most of the Act deals with Alberta's health system. Two provisions reach directly into private group benefits plans, and both come into force on October 1, 2026. For more information on the details of Bill 11, check out our other Bill 11 article.

Carriers without Published Positions
For carriers not applying proactive mass plan amendments, Effortless continues to administer based on the plan design and the eligibility rules defined in carrier policy contracts.
We will continue to apply the termination ages currently configured on each plan until we receive an amendment instruction. Absent an amendment, actively working Alberta members will continue to be terminated based on the plan's termination age on and after October 1, 2026.
That said, Effortless will provide notifications to broker partners in advanced of any Alberta plan member who is approaching the Health termination age on any plan under administration to ensure there is the opportunity to amend the plan as necessary.
